Use Subaru's bank-specific SSM evidence

Record requested and actual right-bank intake angle at idle, during a controlled command and at the freeze-frame temperature. Compare the opposite bank only under the same oil temperature and rpm.

P0011 with P0021 suggests a shared oil, voltage or mechanical timing issue more strongly than two simultaneous valve failures. A single-bank result makes the local valve, passage, phaser and feedback path more useful.

The bulletin's valve swap is controlled, not casual

On covered applications Subaru permits intake-to-intake or exhaust-to-exhaust comparison, never intake with exhaust on the same side. It also specifies replacement of the O-ring and nylon backer ring because those seals are one-time use.

If the code follows a correctly performed comparison, the valve becomes supported by evidence. If it stays on the right bank, continue with circuit, oil-passage, phaser and timing diagnosis rather than replacing the other valve.

Scope feedback before opening the timing drive

Missing or noisy cam edges favor a sensor, connector or harness fault; a repeatable phase offset with clean signals favors hydraulic or mechanical timing. Startup rattle adds weight but is not proof by itself.
